The image presents the condensed anatomy of institutional power: a hand prepared to strike the table, a cigar slow-burning through expensive indecision, and three commas serving as shorthand for financial magnitude.

Whether the meeting concerns budgets, layoffs, or abstract notions of efficiency is ultimately irrelevant. The gesture has already delivered the essential message.
